ABSTRACT
To understand the modern metropolis, it is important to realize that cities exist within a vast network of governments. Federal, state, and other local governments all play a role in influencing the policies that individual local governments can pursue. This chapter and Chapter 10 will examine the impact of intergovernmental relations on governments in the metropolis.
