ABSTRACT
Allied Military Government (AM G) International law stipulates that the commander of a military force occupying a territory belonging to another state, or otherwise lacking sovereign rule, assumes certain rights and responsibilities for ad ministering that territory. But even if not required to do so, the commander’s own interest would dictate that he control the civilian population and manage the occupied areas resources.
