The OKW s roots can be traced to World War I, when the army general staff controlled poli tics, industry, and society to an unprecedented degree. German military thinkers in the postwar period agreed that such a system would need to be reestablished, and even strengthened, should Ger many ever be faced with another major war. The question was who would be in charge of a unified high command?
