ABSTRACT

The purpose of this chapter is to raise questions and make recommendations concerning the potential development of continuing care retirement communities in New York State. An attempt is also made to determine whether existing policies and regulations, which in effect prohibit most models of continuing care retirement communities, should be changed and if so how. The discussion will focus on four issues: the need (or market) for such communities, the nature and the locus of regulation and the problem of a two-tier system.
