Dr. Warner traced the events which led to the present prohibition of life care contracts, beginning with the appointment of the Folsom Committee by Governor Rockefeller in 1964. Charged to study the escalating costs of hospital care, the committee a year and a half later turned in a report on nine major problem areas. Subsequent study and action resulted in Article XXVIII of the Public Health Law-Article XXVIII utilizing the word "hospital" in a very broad context to embrace a variety of providers at many different levels.
