Homeless Children: A New Vulnerability

Growing numbers of our children, including many who previously enjoyed a seemingly secure middle-class life, are faced with a dramatic new kind of vulnerability. They are homeless. They are not falling through holes in the "safety net" —they miss it. It is not set up in such a way as even to check their fall. A major study found that "Families comprise the largest group for whom emergency shelter and other needed services are particularly lacking. . . " (Reyes & Waxman, 1986, p. 15).
