ABSTRACT

Given the diverse array of issues considered in this volume and the uneven application of economic analysis, it is difficult to draw any general conclusions. Despite these limits, a number of cross-cutting questions can usefully be explored:

Did the economic analyses help increase the benefits and/or lower the costs of the rules?

Did the value of the resulting efficiency improvements exceed the costs of conducting the analyses?

What overall conclusions can be drawn about the practice of economic analysis at EPA?

How might one improve both the conduct and use of economic analysis at EPA?
