ABSTRACT
Given the diverse array of issues considered in this volume and the uneven application of economic analysis, it is difficult to draw any general conclusions. Despite these limits, a number of cross-cutting questions can usefully be explored: • Did the economic analyses help increase the benefits and/or lower
the costs of the rules? • Did the value of the resulting efficiency improvements exceed the
costs of conducting the analyses? • What overall conclusions can be drawn about the practice of eco-
nomic analysis at EPA? • How might one improve both the conduct and use of economic
analysis at EPA?
