ABSTRACT
Legitimate governments have adopted a two-pronged approach to neutralizing the threat posed by terrorist groups. First, they employ conventional forces or elite counterterrorist units to deal with any incidents. Second, they attempt to deny the terrorists the means to wage their campaigns of assassination, kidnapping, and bombing. The gathering of intelligence on the terrorists and their intentions is an essential part of government counterterror strategy.
