ABSTRACT

All modern approaches to evaluation acknowledge the centrality of values and the political context in which evaluations are conducted. Under these conditions, ethical considerations are particularly prominent and need to be addressed by evaluators. NEWMAN & BROWN discuss these considerations. They are also the subject of a debate by a group of prominent evaluation theorists and practitioners reported in ALKIN. The participants debate ethics along with other key evaluation issues including the use of evaluation findings, the role of the evaluator, and evaluation theory.
