Brubaker is dealing with one of the most difficult areas of policy decision facing Americans today. While I agree with practically all of the technical data and many of the conclusions he has set forth, I am a conservationist and not an economist, and it would be astonishing if I did not view resource conditions and policies somewhat differently.
