Ifnot,thenthepolicydecisionisworthless.Indeed,itmaywellbe arguedthatapolicydecisionwhichcannotorwillnotbecarriedout isworsethanworthless,foritmisleadssomepersons-perhaps manypersons-intothinkingthatsomethingisgoingtohappen which,infact,cannothappen.Aninoperativeforestpolicyis analogoustoaninoperativefiredepartment-itlullsthehouseholderintoafalsesecuritywitharudeawakeningwhenafire occurs.
