A Framework of Analysis for Forest Policy

An intelligent and efficient consideration of forest policy requires a framework of analysis to organize the discussion so that the differing views of the various parties may be contrasted. A large part of the distressingly high quotient of heat and of the distressingly low quotient of light generated in most discussions of policy arises from the lack of a systematic way of organizing facts, opinions, and policy positions. If all the parties to a policy dispute could agree upon a framework of analysis, that would be wonderful; if at least some parties have their own framework of analysis, that is better than nothing; but if no one has a considered plan of analysis, the result is likely to be confusion confounded-a stimulating show perhaps but unlikely to reach a consistent conclusion.
