ABSTRACT

In attempts to develop Latin America's tropical lands the policy issues have been clouded by confused objectives; insufficient data on the physical, human, and institutional aspects involved; emotive discussion of erosion and natural resource destruction; and vague suggestions of an El Dorado. The balance of this study is directed toward the clarification of some of these issues through ex post evaluation of tropical land development projects. The question of interdependence among projects and spillover effects is discussed below.
