ABSTRACT
Though I have often referred to public authorities, I have so far avoided a systematic examination of their behavior. Now I want to confront this issue. What goals should public authorities pursue in the realm of compliance and how can they best utilize their resources to achieve these goals? What objectives do public authorities in fact pursue in this realm and how do they make investment decisions regarding compliance mechanisms?
