ABSTRACT

Given an assumed set of background conditions, the linear model has provided us with a calculated set of bench mark discharges for each plant. Further, the sensitivity of these discharges to altered background conditions has been explored. Now, as the second half of our inquiry, we will discuss selectively the cost implications of and operating responses to discharge constraints on steel mill residuals which are set below the bench mark levels. Further, we will show that exogenous (indirect) influences can have a significant impact on the costs of residuals discharge reduction, given a publicly desired level of discharge which must be attained; and, conversely, that a given effluent charge will produce different levels of discharge when the underlying conditions are different.
