ABSTRACT
There seems little point to any perfunctory summary here of the factual findings in each chapter. But a word does seem in order on one of the book's principal conclusions; namely, that far more attention is needed in high policy-making circles to determining the proper form for market-type constraints in the present spectrum system and also the distance that such constraints will take us in discharging major government responsibilities.
