ABSTRACT
This chapter focuses on the economic criteria for planning a regional water quality management system that includes collective facilities as well as those that can be implemented efficiently at individual points of waste discharge or water intake and use. The chapter also includes some discussion of system operation because planning and operation are interdependent. The specific components of an optimal system are often quite sensitive to the operating procedures adopted.
