Until recently both the national and regional governments have played primarily passive roles in Cuyo's development. While the provincial governments have long regulated water use through legal restrictions and investments in the water distribution system, their role had been largely limited to those traditionally reserved for governments in laissezfaire economies-i.e., establishing order and bringing efficiency to an area where central management and ownership are essential to capture economies of scale.
