ABSTRACT
Non-state wars occur where the state has a limited capacity to impose order – or has simply collapsed. This may happen alongside one or more internal wars. In some cases, the guerrillas and paramilitaries are supported by the government and used as deniable instruments of policy. In other cases, factions within the government support one side as part of their internal power struggle.
