The NEAP was prepared through a long process which involved consultations from the village to the national level. Consultations were held with Village Development Councils, traditional leaders (chiefs), District Development Councils and all major stakeholders in the country. A major conference was held in April 1988 to discuss the issues that had emanated from the district consultations, and from the supporting documents and literature that already existed. The conference participants included senior government officials, NGOs, District Development Councils, chiefs, and all other major actors. The resulting plan identified the areas of environmental concern which are of highest priority to Lesotho and specified the actions necessary to address these areas. It further defined principles for the National Environmental Policy for Lesotho, as well as the institutional and legislative structures to implement the policy.
