The main focus of the NCS document is on conservation of natural resources. The NCS attempts to commit agencies at different levels to integrate conservation and development at every stage, calling for cross-sectoral conservation measures within national development plans, and for ecological impact studies at the conceptual stage of development projects. The Ministry of National Planning (replaced in 1992 by the National Planning Commission) was not, however, involved significantly in preparing the NCS document, which was essentially done in parallel to the development planning process.
