Extent of Participation

Bangladesh relied solely on the Norwegian Agency for International Development (NORAD) for support during strategy preparation. In retrospect, bringing in more donors would have increased understanding of the strategy and improved its chances of implementation. The Bangladesh example also illustrates the need for external backers, once involved, to maintain consistent support throughout the strategy development process and well into implementation. IUCN's inability to continue its support for the NCS has left participants feeling somewhat abandoned.
