The Nepal NCS is the most advanced of the strategies in terms of implementation. One reason for this is the deliberate design of a very focused implementation strategy, initially concerned more with key environmental management methods and processes than substantive sectoral issues. Also, it has placed emphasis on demonstrating and developing the policy context and capacities which encourage actions by government and NGOs. This `show the way by doing' approach, combined with a highly participatory style of involving government officials and communities in carrying out such initiatives as EIAs, land use and village plans, resulted in the development of five major programme areas: environmental assessment, environmental planning, heritage conservation, environmental education, and public information.
