Strategy Development

The NCS office's location, away from the NPC building, offered some important advantages at that time. It provided a neutral ground where representatives of government departments and NGOs could discuss the strategy, and helped the NCS process to avoid red tape. It also meant, however, that maintaining the NCS process was left to IUCN rather than government. As a result, government responsibility and commitment to the NCS was slow to develop.
