To date, Sri Lanka's strategy process has been dominated by the preparation of documents. An NCS document was completed in 1988. It was followed in 1990 by a Draft Action Plan setting out a large number of activities to implement the NCS. After World Bank intervention, an Environmental Action Plan was prepared in 1991 to identify high priority actions. The government felt that this was too narrowly focused, and prepared an NEAP for the period 1992-1996, which Cabinet approved in 1991.
