ABSTRACT

In this chapter we look at concrete experiences within the SADCC region. These help to show ways of tackling the problem in different locations and circumstances. The case studies demonstrate that there is no simplistic formula for success. The complex local circumstances, both environmental and socio-economic, have to be taken into account if a successful policy is to be developed. Each of the case studies drawn from within the SADCC region, is intended to demonstrate how a new approach to the problem is already taking place and can also be improved upon.
