ABSTRACT

Council proposed that the populations of the city, the rural villages and the remote communities participate in the decision-making of their government. The Council created local authorities below the district level by dividing Cajamarca City into 12 'Neighbourhoods' and the surrounding countryside into 64 'Minor Populated Centres' (MPCs). The new provincial council now includes the 48 elected mayors of MPCs (the balance will be elected in the next round), 12 elected neighbourhood Mayors from Cajamarca City, 12 district mayors, and a provincial mayor, all with their respective democratically-elected governing bodies. Two provincial assemblies were established: one for district mayors and one for the mayors of the new jurisdictions. On a rotation basis, in each of the 12 districts, the Assembly of District Mayors holds monthly meetings with the respective local authorities to discuss problems relevant to that district. Each district formulates its own district plan with input from the new local authorities.
