ABSTRACT
Programme Overview The Municipal Policy and Participatory Dynamics project, organized in 1992, is a twinning and cooperation programme between the city of Kayes and the Metropolitan Area Multipurpose Authority (Syndicat d'Agglomeration Nouvelle - SAN) ofEvry, France. Kayes and the EvryAuthority were formally twinned in 1990, in part because of a general desire among a number of Evry community organizations to contribute to development in the South, and in part because of the initiative of an association of migrants from Mali living in the Evry area.
