ABSTRACT
Programme Overview The Rabat Environmental Action Plan grew out of an assessment report on the Rabat environment carried out in 1994, within a framework of decentralized cooperation with the French cities of Belfort, Le Havre, and Marseille in association with the UTDA, and financed by the French Ministry of Foreign Mfairs. The Action Plan is budgeted at US$29,000 and programmed to run from 19952005. Included in the action plan's objectives are the preservation of the quality of life, and safeguarding economic and social wellbeing.
