ABSTRACT

As a response to the new energy situation at the beginning of the 1970s, the goals for the Danish energy policy were to secure the supply of energy at the lowest possible cost and to reduce the vulnerability of the Danish energy supply system. At that time the country was totally dependent on oil imports. The energy policy has been determined by the heat supply plan approved by the City Council in 1984. The plan has been nearly achieved. As well as this, the City of Odense is presently concerned about ensuring a sustainable future development for the energy sector. The energy–environmental policies in Odense are mainly focused on district heating systems, efficiency increase in energy networks, and public service management. By establishing new networks in the outer urban areas, 95 per cent of all potential consumers are connected to the system.
