ABSTRACT

This chapter aims to protect human health and the environment from dangers posed by hazardous wastes by reducing their generation to a minimum in terms of quantity and/or hazard potential. The wastes are classified as either entirely hazardous, such as radionuclides, or as wastes having hazardous substances as part of their constituents, such as metal carbonyls or arsenic. All Parties shall take appropriate legal, administrative, and other measures to prohibit the import of all hazardous wastes, when imported by third parties, from entering the territories of the Contracting Parties. Such Parties are required to ensure the adoption of precautionary measures to prevent release of such wastes and to enhance clean production methods. Every case of transfer of polluting technologies to Africa is to be kept under systematic review by the Secretariat, which is to make periodic reports to the Conference of the Parties.
