ABSTRACT

This chapter aims to take all possible steps to prevent pollution of the sea by adopting measures, individually and jointly, to combat marine pollution and by harmonizing the Parties’ policies in this regard. The Convention, being one of the first international agreements aimed at the prevention of pollution from land-based sources, has much potential bearing on global environment protection. The approach it adopted has been used as a model in other regional agreements. Parties are required to implement measures for the elimination of pollution by substances and for the reduction or elimination of pollution by substances. Parties are required to exchange information in order to assist one another to prevent accidents which may result in pollution from land-based sources. The Paris Commission, with representatives from each of the Parties, is the governing body and meets annually.
