ABSTRACT

This chapter discusses safeguard human health and conserve marine ecosystems, and marine areas which have been adversely affected. It aims to take all possible steps to prevent and eliminate pollution and enact the measures necessary to protect the sea area against the adverse effects of human activities. The Convention replaces the Convention for the Protection of Marine Pollution by Dumping from Ships and Aircraft and the Convention for the Prevention of Marine Pollution from Land-based Sources. The Commission to be established under the Convention will draw up its Financial Regulations. The Contracting Parties shall apply the precautionary principle and the polluter pays principle. Contracting Parties shall take, individually and jointly, all possible steps to prevent and eliminate pollution from land-based sources, from land-based sources, and from offshore sources.
