ABSTRACT

This chapter discusses regulations for purposes of conservation and utilization of whale resources, and to serve as an agency for the collection, analysis, and publication of scientific information related to whales and whaling. The Schedule to the Convention, adopted annually since 1949 at meetings of the International Whaling Commission, is an integral part of the Convention. Its purpose is to set the specific conservation regulations applicable. The main duty of the Commission is to keep under review and revise as necessary the measures laid down in the Schedule to the Convention governing the conduct of whaling. Aboriginal whaling for subsistence purposes is carried out by native peoples of Greenland, Bequia, Siberia, and Alaska, and catches for scientific purposes are taken by Japan. Norway has resumed commercial whaling under the objection procedure provided by the Convention and is setting its own national catch limits.
