ABSTRACT

This chapter examines an effective system of collective protection of the cultural and natural heritage of outstanding universal value, organized on a permanent basis and in accordance with modern scientific methods. It provides both emergency and long-term protection for monuments, monumental sculpture and painting, groups of buildings, archaeological sites, natural features, and habitats of animals and plants of ‘outstanding universal value’. Through the World Heritage Fund, established in 1978, any individual, nation, or institution may voluntarily contribute to the protection of the heritage in countries where national resources are insufficient. The Fund can be used for preparatory assistance, technical co-operation, training, and emergency assistance. Parties are called upon to draw up an inventory of property belonging to their cultural and natural heritage. A World Heritage List of sites of outstanding universal value has been established by the World Heritage Committee, to be updated every year.
