ABSTRACT

To work effectively, the FC needs to be devolved to the country, regional, or ecosystem level. The process of ratification and accession has been rapid. It is hoped that the quota of 50 will be reached by the end of 1993 which would be a record for an international treaty. National action plans are required to start implementation. By late 1993, the following countries, in order of receipt, had prepared and submitted such plans: the USA, Cuba, the Netherlands, Australia, the Czech Republic, Germany, Ireland, Italy, Japan, New Zealand, and Norway. In this chapter we summarize and assess these plans. We also include China’s plan which was prepared as part of the UNCED rather than during the INC process, but is nonetheless of exceptional interest. Finally, we have included information on supporting conventions.
