ABSTRACT

Peru has a long history of international cooperation. The country has managed to attract an increasing flow of funds since the sixties, enabling it to establish an institutional base and a fair measure of experience in cooperation negotiation. There are several specific factors that have combined to attract international attention in recent years: widespread poverty, a high level of drug trafficking activity, and a good deal of violence. This explains why Peru is one of the leading aid recipients in Latin America, occupying first place in terms of volume of cooperation from countries like the US, Japan, Germany and Holland.
