ABSTRACT

French ODA has been falling off since 1994. The early nineties saw steady growth in French aid as a percentage of GNP; however, since 1994 there have been cash-terms reductions, with aid falling from 46,900 million Ffrs in 1994 (0.64% of GNP) to 46,300 million Ffrs in 1995 (0.60%), and the draft bill for 1996 suggest a fall to 45,000 million Ffrs – just 0.56% of GNP This includes 5,000 million Ffrs for the TOMs (the last Overseas Territories) which are allowed by the DAC in the calculation of ODA. In spite of that, France remains the first EU donor by volume, ahead of Germany, but only the fifth in league of EU donors taking aid as a percentage of GNR ranking behind the Nordic countries.
