ABSTRACT
There is an overwhelming case for a fundamental restructuring of foreign aid. Development cooperation must become part of a coherent policy of structural reforms within the global system. International policies need to address the root causes of environmental degradation, poverty, human rights violations, armed conflicts and migration.
