ABSTRACT

In the last budget proposal presented to the Swedish Parliament in January 1995, the Social Democratic Government indicated that the level of development cooperation would be frozen at the current level of SEK 13.36 billion a year. The budget included a sharp drop in support to NGOs, from SEK 1 billion to 850 million. New items were also included within the reduced NGO budget line. There were also cuts in other parts of the budget – for example, funds in support of structural adjustment programmes.
