ABSTRACT

Since the end of the cold war the number of humanitarian emergencies has proliferated. At present there are more than 20 complex emergencies going on – compared with an average of five per year in the early eighties. Complex emergencies combine internal conflicts with large scale displacements of people, mass famine and fragile or failing economic, political and social institutions. An estimated 40 million people are at risk. 1
