Change of government - election promises The Liberal/National government assumed office in March 1996 with election policies that promised an aid programme to assist developing countries help meet the basic needs of their people and achieve a more secure and equitable international order. Further, the programme was to emphasise humanitarian purposes and poverty reduction, the role of NGOs, community level health, programmes for women and girls in developing countries, primary education, agriculture and rural development, and resource management and environmental activities.
