Background and history: poverty and the state in the 1970s and 1980s The strategy governing international financial cooperation received by Guatemala began to change direction at the beginning of the 1990s. Prior experience covered virtually two decades; an experience which was largely determined by the dominant logic of the way that society worked during those years.
