ABSTRACT

The Uganda Participatory Poverty Assessment Project (UPPAR 1999) has defined poverty as lack of means to satisfy basic material and social needs, as well as a feeling of powerlessness. It is a dynamic process of social, economic, cultural, political and other deprivation, which affects individuals and communities. The Poverty Eradication Action Plan (PEAP) has defined poverty as ‘lack of basic necessities of life (food, shelter, and clothing) and other needs like education and health’.
