ABSTRACT
The Special Educational Needs Tribunal was set up by the 1993 Education Act to hear appeals by parents against LEA decisions concerning statements. It replaces the previous system of appeals to committees set up by the LEAs themselves and further appeals to the Secretary of State. That system was criticized for being inconsistent, slow and unfair because the local appeals committee lacked independence.
