ABSTRACT

There are many pupils taking external examinations at school or college who, although they may have coped with the learning demands of a course, may, because of their special educational needs, be unable to demonstrate their attainment under standard assessment arrangements. The Joint Council for General Qualifications, the regulatory body for all examination boards, recognises this fact and publishes guidelines for teachers and tutors who wish to apply for special arrangements during examinations for these pupils. In such cases the Joint Council document (1999) Regulations and Guidance relating to Candidates with Special Requirements, amended and published annually, provides detailed guidance relating to which pupils it is appropriate to consider making special arrangements for, and how to apply for permission to make those arrangements.
