ABSTRACT

The fact that Luxembourg is almost exclusively an energy consumer and not an energy producer obviously reduces the number of opportunities for optimizing energy production in comparison with other European countries. However, this in no way rules out the possibility of national initiatives being taken which make for considerable improvements in the sector of energy distribution and local energy consumption. Esch now has a population of 25,000 and is the second largest town in Luxembourg. The company SURRE, which was founded in Esch in 1988, consists of shareholders from four different branches. Its main task is to pinpoint projects for the construction of district heating plants, to examine their viability and to offer turn-key production of the plant. The district heating plant at the Brill School at Esch was the first project undertaken by SURRE. There is further potential in Esch in buildings where combined heat and power plants can be installed.
