ABSTRACT

The earth could be described as the ultimate waste recycling unit. Pollution management audits should review and assess the effectiveness of policies of the authority in relation to initiatives tackling pollution and the enforcement and effectiveness of legislation controlling pollution. The British Standards Institute document BS7750 provides a specification for environmental management systems to demonstrate compliance with a stated environmental policy. Local authorities have a vital role to play in the control of pollution and any environmental policy of the authority should embrace strategies and initiatives to address both local and global pollution issues. The historical role of local authorities in pollution control has been divided between district and county councils. Local authorities have powers under the Environmental Protection Act to investigate circumstances that may be prejudicial to health or a nuisance. The UK Government has published pollution control policies within the Strategy for Sustainable Development, and the UK Programme for Climate Change.
