ABSTRACT
This chapter serves a dual purpose. Firstly, it acts as a conclusion for Part III, reiterating some of the main points from Chapters 14 and 15. Two themes in particular are discussed, implementation mechanisms and the role of individuals, because they are illustrative of a number of fundamental issues.
